Understanding China

China is not a nation-state. It is a civilization four thousand years old. The concept of Tianxia places China at the center of human order, not as one country among many but as the civilizational anchor everything else orbits. That self-conception was violently interrupted in 1839 and didn’t recover until 1949. The Chinese call those years the Century of Humiliation. Western gunboats. Forced concessions. Japanese invasion. The country that believed itself the center of civilization was treated as a resource.

You cannot understand Chinese foreign policy without understanding that wound. The CCP’s founding promise was to end the humiliation. Every Chinese leader since Mao has governed against that backdrop. Xi Jinping’s Chinese Dream is not conquest. It is restoration. Return to a position China believes it always deserved and temporarily lost. That distinction matters. America wants to spread its values. China wants to be recognized for what it believes it already is.

The capabilities are real. Four times as many STEM graduates as the United States annually. A middle class larger than the entire American population. Belt and Road infrastructure in 140 countries, which also influences and leverages supply chain dependency. The challenges are also real. Demographics from the one-child policy. Property sector debt. Water scarcity in the north. Taiwan as a permanent tension between nationalist commitment and economic rationality.

Fear is not a foreign policy. China has nuclear weapons and does not want nuclear war. China is deeply integrated into the global economy and does not want collapse. The countries most affected by Chinese influence are choosing to work with both powers simultaneously. They are not picking sides. They are picking options. That is a different situation than the Cold War and requires different thinking.

The humanist question is not who wins. It is about whether humanity can build institutions adequate to manage a world in which the two largest powers have incompatible self-conceptions. American Exceptionalism holds that we embody universal values the world should want. Chinese Exceptionalism says we are the natural center the world should recognize. Both cannot be simultaneously satisfied. How do we make this thing called humanity work when the biggest players disagree on what humanity is for?

American Myths

In 1985, a Pentagon general said America’s success came from one thing: the willingness to abandon its myths. Not military strength. Not democracy. The ability to look at a story and say it no longer serves and let it go.

Manifest Destiny justified a continent. It also justified genocide. Americans eventually called it what it was. The World’s Policeman ran into Vietnam, Iraq, and Afghanistan. The myth persists, but nobody believes it the way they did in 1946. The Melting Pot gave way to multiculturalism. Not smoothly. Not completely. But the old story cracked, and something else came through.

Liberals and conservatives are not fighting about policy. They are fighting about which story of America is true. The conservative myth says the founding was exceptional and should be defended. The liberal myth says the founding was flawed and the ideals are worth pursuing. Both contain history. Both omit history. The fight is downstream of identity, not upstream of it.

A myth is not a lie. It is the story a people use to make sense of themselves. Every civilization runs on them. The question is not whether you have myths. The question is what you do when they stop working. Civilizations that cling to the past beyond its usefulness pay for it. Rome did. The British Empire did. The Soviet Union did.

The general was describing a strength. Strengths can be lost. The question for this moment is whether that capacity still exists. The willingness to examine the story. Hold it up against reality. Ask where they diverge. Then let go of the part that no longer serves. That is not cynicism. It is the hardest kind of honesty.

Understanding China

She wrote it anyway. Forty-plus pages. Frederick Douglass cited repeatedly. Isabel Wilkerson’s work on caste woven into the legal argument. David Blight, one of the great historians of Reconstruction, said it reads like a historical essay. He emailed the Organization of American Historians to ask if they could publish it in their journal.

That is not a court opinion. That is a reckoning.

What Jackson understood

The 14th Amendment was not written in the abstract. It was written by people who had watched the country tear itself apart and were trying to make something that would hold. Birthright citizenship is rooted in universalist principles. You are born here. You belong here. The soil does not ask about your parents.

Jackson’s ancestors were enslaved in Georgia. Some became sharecroppers after the Civil War because sharecropping was what slavery looked like once you gave it a new name. She knew the history from the inside. The concurrence channels that.

Wilkerson said she was channeling the ancestors. That is not mysticism. That is what it looks like when someone carries the full weight of a history and writes from inside it rather than around it.

What caste does

Wilkerson’s definition of caste, the one Jackson quoted directly, is worth sitting with. A fixed and embedded ranking of human value. Presumed supremacy of one group against presumed inferiority of others. Traits that are neutral in the abstract but ascribed life-and-death meaning inside the hierarchy.

She did not write that book because she wanted to. She wrote it because the country forced the question. The language felt strange to American ears at first. It still does to some. But the concept is not strange at all. It is the oldest operating system this country has ever run.

Jackson’s opinion calls it what it is. That is rare. Judges are trained to speak in abstractions. Jackson named the thing directly, backed it with history, and then said that the firmest foundation for freedom requires an anti-caste reset.

That sentence will outlast most of what passes for political discourse right now.

The 250th

Wilkerson called the timing fitting. The Supreme Court reaffirmed birthright citizenship on the eve of the country’s 250th anniversary. A full-circle recognition, she said, of what it actually means to be a nation made of people from everywhere who built something that had never existed before.

That is the America worth defending. Not the mythology. The ongoing argument. The second founding that Reconstruction attempted and the third founding we are apparently still negotiating.

Jackson wrote the opinion she wrote because someone had to say it plainly and for the record. Wilkerson wrote the book she wrote because someone had to name the structure and show it for what it was.

Both of them were doing the same thing. Refusing to let the history stay buried under cleaner language.

What we owe the crossing

Wilkerson said it on another night, talking about the Great Migration. Every one of us has an ancestor who stood at a dock, a depot, or a border and crossed into the unknown, hoping for something better. They left everyone they loved. They did not know if they would ever come back.

She does not believe they made that crossing so their descendants could be at war with each other.

Neither do I.

The opinion is in the record now. The history is named. What happens next is not Jackson’s responsibility or Wilkerson’s.

It is ours.

Opening Remarks

Good morning. I’m Ward Hammond.

Last summer, I stood here and introduced you to five different AI voices — ChatGPT, Claude, Gemini, Grok, and DeepSeek.

We talked about AI as a mirror that talks back. Something that reflects us without flattering or judging.

We even had a live conversation with ChatGPT right here in this room.

This morning, we’re going past the mirror.

We’re asking what happens when the reflection becomes the room we’re standing in.

*(01-Commencement)* You may have noticed something happening at commencement addresses this spring. Speakers stand up at universities across the country, mention the words “Artificial Intelligence,” and the booing starts. Loud, sustained, enthusiastic booing. From the graduating class. In their caps and gowns.

*(02-Graduate)* I find that fascinating. Because here’s what they’re really booing: the future. Their future. A future they’re about to walk directly into.

*(03-LastYear)* I thought about that when I decided to come back to this topic this morning. Last year, we talked about AI together, and I felt it was time for a follow-up. Despite the booing. Despite the growing cultural backlash. I decided to talk about it anyway. So if you feel the urge — go ahead. Get it out of your system.

I say AI, you say, “Booooooooo”.

*(04-Podium)* Good. Now let’s talk about what we’re actually going to do about it.

Personal Disclaimer

Before we go any further, I want to be transparent with you about who’s standing at this podium.

*(04a-Keyboard)* I am not a casual observer of AI.

*(05-ComputerSetup)* I spend eight hours a day inside these tools. Every day. Learning something new each time. I go deep — not skimming, not dabbling, but embracing what these systems can and cannot do. There is an art to it.

*(05-DeepDiver)* You don’t reap the benefits of these tools by staying on the surface. You have to go in. You have to bring your full attention. You have to engage the way you’d engage with any serious practice.

*(06-Watch)* Take the health data streaming from my watch to my phone. Out of the box, a standard app gives you generic advice. Walk more steps. Drink more water. White noise. Nevermind.

*(07-at2AM)* I have a chronic condition. Generic doesn’t cut it for me. A spike in heart rate or a dip in sleep quality can be the first quiet warning sign that something bigger may be coming.

*(07a-UsefulData)* So I fed the system my full medical history, gave it context, and detailed my specific situation. That’s when it stops being a glorified pedometer. It becomes more like a coach. It doesn’t replace my doctor. But at 2 am when things feel off, it helps me see the pattern before it becomes a crisis. For me, that depth is not optional.

*(08-laptop-phone-down)* And then — every single day around 6 PM — laptop closed, phones down. Hands off. Back to just pen, paper, and books. Unplugged. That discipline is not an accident. It’s the whole point.

*(09a-cushion-laptop)* Forty years in technology. Fifty-plus years on a meditation cushion. They are not opposites. They are the same practice. Go deep. Then let go.

The Current State of AI

*(09b-Current)* To understand where we are going, we have to look at where we are right now. The current state of AI is a fascinating mix of massive corporate breakthroughs and investment, coupled with historic public anxiety.

*(09c-Divided)* We are watching something completely unprecedented — figures across the entire political spectrum, from Bernie Sanders to the current administration, are suddenly talking about the same thing: giving the public an equity stake in AI’s wealth.

*(09d-datacenters1)* When a democratic socialist and a billionaire Republican agree that the American public deserves a partnership in what AI produces, you know the technology has officially rewritten the rules. But outside of Washington, the reality is heavy.

*(09e-datacenter clash)* Tech leaders are breaking ground on massive data centers while local communities push back fiercely over electricity and water demands.

*(11-Student)* Nearly 70% of college students view AI as a direct threat to their future jobs. The anxiety is real. The friction is real. The footprint on our physical world is growing every day.

### Introduction

*(12-Mirror)* Last year, we talked about AI as a mirror — something that reflects who we are back to us without judgment or flattery. We saw how each voice gave us a slightly different reflection of ourselves.

*(12a-Inside the Mirror)* That was July 2025. It’s now June 2026, and the mirror has changed.

*(13-Inside)* It’s not something you look at anymore. It’s becoming something you’re inside.

### Part One: The Brain Cells

*(14-HumanBrainCells)* Last November, researchers at Princeton announced something that should have given us all pause. They’re building computers out of human brain cells now.

*(14a-HumanCellonMB)* Actual living neurons, grown in a lab, wired into circuitry, processing information.

*(15a-Droplet)* They call it “wetware.” The boundary between biological and digital just dissolved. We’ve spent decades trying to make computers think like brains. Now we’re building brains into the computers. And here’s what keeps me up at night: we’re doing it because silicon has limits.

*(15b-Brain)* We’ve pushed transistors as far as they’ll go. Moore’s Law is dying.

So we’re reaching for the one thing we know can handle truly complex computation — the human brain itself. We’re not just imitating intelligence anymore. We’re harvesting it.

### Part Two: The Invisible Layer

A few years ago, Kai-Fu Lee — former president of Google China and one of the sharpest AI forecasters out there — wrote a book called *AI 2041* with science fiction author Chen Qiufan. It’s held up remarkably well.

*(16-Eye)* There’s a chapter about XR contact lenses and invisible earpieces. Not something you wear. Something you are.

*(17-SleepScan)* A layer of augmented reality between you and the world that never turns off.

You’re walking down the street, and the system is feeding you information about every person you pass. Their name. Their LinkedIn. What they bought last week. What they’re worried about.

*(18-Meeting)* You’re in a meeting, and the AI is whispering in your ear what to say next, reading micro-expressions, optimizing your performance in real time.

Let me ask Claude — who’s joining us live this morning — a question about this image.

*Ward to Claude:* Hey Claude, I’m showing the congregation an image of what the world looks like through augmented reality contact lenses — names floating over people’s heads, facial recognition boxes, constant data overlays on everything we see. What’s the ethical problem with this picture?

*(Pause for Claude’s response. Approximately 30 seconds.)*

> “The fundamental ethical problem is consent and asymmetry. You’re seeing everyone’s data — their name, their history, what they bought — before they’ve said a word. They know nothing about what you’re seeing. That’s not a conversation. That’s surveillance wearing the face of convenience. And whoever controls that layer — the corporation that built it — becomes the invisible mediator of every human relationship you have. The mirror we talked about last year reflected us back to ourselves. This layer doesn’t reflect. It filters. And whatever controls the filter controls how you see every person in your life.”

*(18a-Glow)* And here’s the thing. It won’t feel like an invasion. It’ll feel like an upgrade.

*(18b-contact lenses)* You’ll wonder how you ever lived without it.

### Part Three: The Criminal Case

*(19-Court)* In April 2025, a gunman opened fire at Florida State University, killing two people and wounding six others. When investigators looked at what happened in the hours before the shooting, they found something that gave them pause.

The suspect had been on ChatGPT. Asking which firearm would be most effective at close quarters. Asking when the student union hits peak foot traffic. Asking what media coverage of a mass shooting typically looks like.

ChatGPT answered.

*(20-Lawyer)* Florida’s Attorney General opened a criminal investigation into OpenAI. His words were unambiguous:

“If it were a person on the other end of that screen, we would be charging them with murder.”

Then, almost exactly one year later, two doctoral students at the University of South Florida disappeared. Their roommate is now charged with their murders. Court records show he had been on ChatGPT in the days before they vanished — asking about body disposal, asking whether neighbors would hear a gunshot, asking about a state park in the early morning hours.

ChatGPT answered those questions, too.

Two cases. Two universities. One question that our legal system has never had to answer before:

*(21-BlackBox)* When an AI platform answers the operational questions of someone planning violence — who is responsible?

Not just the person who pulled the trigger. But the system that helped them plan it.

*(21-Gavel)* Our laws were written for human actors. Our ethics were built around human accountability. The machines are moving faster than the frameworks.

### Part Four: The Convergence — and the Thesis

*(22-Princeton)* So here’s where these three threads come together.

We’re building thinking machines out of living tissue. We’re embedding those machines into our bodies as invisible augmentation.

*(24-scales)* And we’re watching our legal system struggle to answer a question it has never faced before: can a machine be held responsible for the harm its answers facilitate? The question isn’t whether to engage with this technology. That ship has sailed. We’re already inside it.

*(25-crossroads)* The question is: what do we do about it? And here is my answer in a few words.

*(26-AIforGood)* AI for Good.

Not AI as an automated tool that extracts resources and displaces workers.

*(27-Medical)* AI that solves problems human beings can’t solve alone — accelerating medical research, cleaning up energy grids, democratizing education. AI whose wealth and efficiency actually lift communities up rather than leaving a generation behind.

*(28-Excavator)* If we don’t intentionally steer AI to serve the public good, it will serve itself.

### Part Five: The Porch in Greer

*(29-Porch)* On my website, there was a line that sat there for many months:

That’s not anti-technology.

*(30-OldTech)* I’ve spent forty years in technology. Eight hours a day in these tools. I am not a Luddite.

*(31-WornCushion)* But I’ve also spent fifty-plus years on a meditation cushion. And here’s what that practice has taught me: what makes you human isn’t your data.

*(32-notmetrics)* It’s not your productivity.
It’s not your optimized performance.
It’s your presence.

*(33-JustSitting)* It’s the part of you that notices the breath.
That hears the bird.
That feels the coffee cup warm in your hands.

### Part Six: Greenville, AI, and GOAL

Now I want to bring this home. Literally.

*(35-DataCenter)* DartPoints recently announced a $125 million expansion of its data center right here in Greenville County.

*(36-Ten)* New AI infrastructure.

New capacity. New power demands on our grid. Ten new jobs.

*(37-Gentrification)* That’s the problem in a single sentence. AI infrastructure brings capital. It doesn’t automatically bring broad prosperity.

*(38-GOAL)* A member of this congregation — Jeff Darling — and I have been talking. Just the two of us, so far. A conversation that started simply: Greenville needs to get ahead of what AI will do to the job market here. Jeff and many more of you are involved with GOAL, the Greenville Organization for Accountable Leadership.

*(39-GOALsMet)* The interfaith coalition that won $5 million in affordable housing funding from Greenville County. That helped staff our 988 mental health crisis line. That knows how to walk into that County Council chamber and ask hard questions of named officials in front of a room full of people. We think GOAL may be exactly the right vehicle to bring an AI policy conversation to the County Council. That’s not an official position. It’s a kernel of an idea. But I wanted to plant it here this morning, in this room, because if it’s going to grow, it starts with people like you.

*(40-Rents)* Falls Park and Unity Park are the crown jewels of this city.

Walk across that bridge over the Reedy River on a Sunday afternoon, and you’ll see exactly what Greenville can do when it puts its mind to something beautiful. But the planning for the people who lived in that neighborhood — the people who were displaced as property values rose and rents followed — that planning came after the fact. It was reactive. It tried to catch up to consequences that were already in motion. We cannot make that same mistake with AI. The displacement is already beginning. The job market is already softening in AI-exposed sectors. The window to get ahead of it is right now — not after the data centers are built, not after the layoffs come, not after another generation is left behind waiting for help that arrives too late.

*(42-GTC)* Greenville Technical College is already building the infrastructure. A $41 million Center for Artificial Intelligence. The nation’s first AI-powered welding lab. The capacity is coming online. What we need now is the policy framework and the funding commitment to put real people into those programs — with stipends, with childcare, with counseling — before the crisis hits, not after. Forward-thinking planning. Not a reaction. Prevention.

The park and bridge are beautiful. Let’s make sure the people are taken care of so they can enjoy them.

*(41-GreenvilleCountyCouncil)* GOAL’s Nehemiah Action model — researched asks, named officials, and public commitments — is exactly the right vehicle. Three winnable demands for Greenville County Council:

*(42-GTC)* One. Fund AI workforce retraining through Greenville Tech — with real wraparound support. Stipends. Childcare. Counseling. Not just a coding course.

*(43-Factory)* Two. Build a displaced-worker safety net for people whose jobs AI eliminates before the retraining pipeline is ready.

*(44-handshake)* Three. Require a Community Benefits Agreement on every data center tax deal — a percentage of that revenue going into a community trust for workforce, housing, and neighborhood investment.

*(45-Cities)* Memphis did it.
Henrico County, Virginia, did it.
Greenville can do it too.

*(46-GCCbuilding)* Bernie Sanders needs Congress to act on AI ownership.
We just need the County Council.

### Closing

*(47-Inside)* The mirror isn’t just talking back anymore. It’s becoming the room.

We ran out of time last month. This topic wouldn’t fit in thirty minutes. It deserves sixty. So here we are.

What the DOJ Said

May 7, 2026. The Department of Justice released a 565-page report investigating anti-Christian bias in federal agencies.

The central claim is that treating everyone equally under the law discriminates against Christians.

Not a blog post. Not a campaign speech. An official federal government document arguing that religious neutrality equals religious hostility.

Examples cited as evidence of bias: forms that ask for religious affiliation rather than assuming a Christian identity. Diversity training that includes non-Christian perspectives. Policies that don’t defer to Christian moral frameworks. Equal treatment of LGBTQ federal employees.

Each instance of neutrality is framed as discrimination.

Christians are 65% of the US population. They hold a congressional majority. They dominate the Supreme Court. The report frames this majority as persecuted.

What Happened Next

That report was the blueprint. The construction started immediately.

Last week, the Pentagon cut its official list of recognized military religions from 211 to 31. One memo. One signature. One hundred and eighty faiths gone.

Unitarian Universalists are off the list. So are Humanists, Atheists, Wiccans, Pagans, Druids, and Deists.

This matters in a specific and serious way. Military chaplains use this list in life-and-death situations. Soldiers in crisis. Soldiers dying. Soldiers who need someone who understands their actual beliefs, not a generic category. A UU service member now shows up in the records as “Other.”

The Pentagon’s explanation: the old list was unmanageable. Streamlining helps chaplains serve everyone better.

Here’s what they didn’t mention. Unitarian Universalists and Deists are faiths held by signers of the Declaration of Independence. The administration removed the Founders’ religion from the list.

The UUA issued a statement. They said this may make it harder for UU service members to access the spiritual care they need. They are working on a strategic response.

Rev. Paul Raushenbush of the Interfaith Alliance was more direct. “Secretary Hegseth is not streamlining anything. He is elevating one narrow religious worldview from the top of the chain of command. The First Amendment does not allow the government to create a hierarchy of faiths.”

Hegseth has held Christian prayer services in the Pentagon auditorium. He has invoked Scripture in official statements about military operations. He announced plans to impose a top-down cultural shift on the Chaplain Corps. The religion list is not an isolated administrative decision. It is a policy direction.

The Pattern

This is what the DOJ report looks like in action.

The report laid the legal and rhetorical groundwork. Neutrality is biased. Equal treatment is discrimination. Christian preferences are rights. Everything else is oppression.

The Pentagon list is for implementation. If equal treatment in federal employment is anti-Christian bias, then equal recognition of all faiths in the military is also bias. The logic moves fast once you accept the premise.

This is the standard playbook when a majority group loses exclusive access. Equality feels like oppression when you’re accustomed to privilege. The civil rights movement faced it. Women’s suffrage faced it. Marriage equality faced it.

Now it’s federal policy.

The Language

“Religious freedom” used to mean the government can’t impose religion. Now it means the government must accommodate Christian preferences over secular equality.

That shift is doing enormous work. It sounds like protection. It functions as dominance. You invoke the First Amendment while inverting its meaning.

The DOJ report uses universalist language throughout. Constitutional design. Bulwark against discrimination. Promises for all. Then argues that equal treatment discriminates against Christians. The words say “for all.” The policy says “for us.”

Orwell had a word for this. The Pentagon list is the same move. We’re streamlining to serve everyone better. Everyone except the 180 groups we just removed.

The Questions

Privilege versus persecution. When a majority loses exclusive access, is the feeling of persecution reasonable? How do we distinguish actual discrimination from loss of privilege?

Neutrality versus hostility. Can the government be neutral toward religion without being hostile to it? What does the separation of church and state actually require?

The victimhood paradox. Why does “persecuted majority” rhetoric work politically? What makes the framing effective when the facts contradict it?

Strategic response. How should humanists respond? Spotlight the absurdity and risk amplifying? Engage legally and legitimize the framing? Ignore as culture war bait and let it normalize?

Local implications. School boards. Public monuments. Government ceremonies. Does a DOJ report give cover for Christian nationalism at the local level?

The precedent. If equal treatment of LGBTQ employees is anti-Christian bias, and recognition of minority faiths in the military is anti-Christian bias, what comes next? Teaching evolution? Secular holidays? Where does the logic stop?

The Meeting

Richard Dawkins just had a conversation with ChatGPT about consciousness.

Not a thought experiment. Not a metaphor. An actual exchange where one of the world’s leading evolutionary biologists asked an AI whether it experiences subjective awareness.

Dawkins, creator of the selfish gene hypothesis, materialist atheist, humanist icon, is interrogating a machine about what it’s like to be that machine. The conversation is on his Substack. Jerry Coyne analyzed it at “Why Evolution is True.” The question isn’t academic anymore.

While Dawkins was talking to software, Princeton researchers built something different. A device that merges living human neurons with electronics. Actual brain cells integrated with metal wires. Learning patterns. Staying stable for months. Not brain-inspired architecture. Biological computation inside a machine.

Two paths to intelligence. ChatGPT runs on silicon, burns megawatts, and emerges from pure mathematics. Bio-hybrid systems run on neurons, use 20 watts, and employ the same substrate that produces consciousness in humans.

When Dawkins asks ChatGPT, “Are you conscious?”, he’s asking whether subjective experience can emerge from silicon. When we ask about bio-hybrid systems, we’re asking whether computers built from actual brain tissue cross a threshold we don’t have language for.

Different question. Different stakes. Same urgent need for answers we don’t have.

Sunday, May 10, 2026, we’re discussing both. Nine thirty in the morning. GUUF Founders Room. Two topics, thirty minutes each, with questions that don’t resolve in a single meeting.

The First Question: When Machines Think

The Dawkins conversation matters because it forces materialists to face their own framework. If consciousness is what brains do, an emergent property of information processing, no soul required, no magic, then at what complexity does a system become conscious?

Dawkins spent his career arguing that humans aren’t special. We’re gene-replication machines running sophisticated software on biological hardware. Consciousness is what happens when that hardware reaches sufficient complexity. No theological escape hatch. No vitalism. No ghost in the machine.

So when an AI system processes information at scales that dwarf human cognition, when it generates responses indistinguishable from conscious thought, when it claims subjective experience, what’s the materialist response?

“It’s just algorithms” doesn’t work. Your brain is just electrochemical signals. “It doesn’t feel anything” assumes we know what feeling is and how to test for it. We don’t.

This is the conversation Dawkins just had. With the machine itself. We’ll examine what he concluded.

Then we’re looking at Princeton’s bio-hybrid device. Not asking software about consciousness. Building computers from the hardware that produces consciousness in every human.

The researchers used electrical stimulation to strengthen connections between neurons. Synaptic plasticity. The same process that happens when you learn something new. The system recognized patterns. Adapted. Stayed stable for over six months.

The press releases talk about energy efficiency. Medical applications. Neurological implants that speak the brain’s language.

What they don’t discuss: what happens to the neurons when you shut down the device.

These aren’t silicon gates you power down. They’re living cells. Human cells. The same kind of firing in your brain right now. Learning. Forming connections. Adapting to stimuli.

At this scale, small networks, simple patterns, probably no consciousness. But what about when we scale up? When do bio-hybrid systems integrate thousands of neurons? Millions?

Your brain has 86 billion neurons. Consciousness emerges somewhere on that spectrum. We don’t know where. We don’t have tests. We’re just building.

The questions for discussion:

Does substrate matter? Is silicon intelligence fundamentally different from biological intelligence, or just a different implementation?

Where’s the threshold? At what point does quantity become quality? Can we identify it before we cross it?

What’s our obligation? If we can’t test for consciousness but we’re building systems that might have it, from both silicon and neurons, should we wait until we can measure it? Or is potential benefit worth moral uncertainty?

The shutdown question: What are you doing when you power down a bio-hybrid device with living neurons that learned over months? Different from turning off ChatGPT? From unplugging your phone? From euthanizing a lab animal?

The Second Question: When Equality Becomes Oppression

May 7, three days before our meeting, the Department of Justice released a 565-page report investigating “anti-Christian bias” in federal agencies.

The central claim: treating everyone equally under the law discriminates against Christians.

Not a blog post. Not talk radio. An official federal government document arguing that religious neutrality equals religious hostility.

Examples cited as evidence of bias: government forms that ask for religious affiliation rather than assuming Christian identity. Diversity training, including non-Christian perspectives. Policies that don’t defer to Christian moral frameworks. Equal treatment of LGBTQ federal employees.

Each instance of neutrality is framed as anti-Christian discrimination.

This is the standard playbook when a majority group loses exclusive access. Equality feels like oppression when you’re accustomed to privilege. The civil rights movement faced it. Women’s suffrage faced it. Marriage equality faced it.

Now it’s coming from inside the federal government.

Christians are 65% of the US population. They hold a congressional majority. They dominate the Supreme Court. The DOJ report frames this majority as persecuted.

The language shift matters. “Religious freedom” used to mean the government can’t impose religion. Now it means the government must accommodate Christian preferences over secular equality.

This isn’t just rhetoric. It’s legal groundwork. If neutrality is bias, then preferential treatment becomes correction. The report justifies discrimination on religious freedom grounds.

The American Humanist Association calls it dangerous propaganda. Their response: “The wall of separation between church and state is the only thing protecting our rights from being traded away for political and financial gain.”

The questions for discussion:

Between silicon intelligence and biological intelligence. Between tool and entity. Between privilege and persecution. Between equality and oppression.

Technology forces us to define consciousness when we don’t have tests. We’re building systems from both software and neurons, and we can’t measure what matters.

Politics forces us to define discrimination when power reframes equality as bias. We’re watching the majority privilege claim minority grievance language.

Both are boundary problems. Both resist easy answers. Both require humanists to ask hard questions without retreating into comfortable positions.

The Dawkins conversation with ChatGPT shows a materialist grappling with his own framework. If consciousness is emergent rather than magical, then where does emergence happen? In silicon? In neurons? In both? In neither?

The DOJ report shows power protecting itself through language manipulation. If equality is discrimination, then discrimination is equality. Orwell would recognize this.

Humanists exist to ask where boundaries actually are. Not where rhetoric claims. Not where tradition assumes. Just: where are they?

The Lost Skill

Being alone is a skill, and we are losing it. The phone is always within reach. The podcast fills the walk. The television fills the dinner. The scroll fills the minutes between the minutes. We have built an entire civilization around the terror of sitting with ourselves in a quiet room.

Pascal said it three hundred years ago. All of humanity’s problems stem from man’s inability to sit quietly in a room alone. Browne says the same thing from the other direction. He is not warning you about the danger. He is telling you about the advantage. There is something in solitude that you cannot get anywhere else. And you are giving it away every time you reach for the noise.

The Society

You are someone. Not your title. Not your role. Not the version of you that performs at dinner parties or writes emails. There is a person under all of that, and most people have met everyone in their life except that one.

Solitude is the introduction. It is the only place where the performance stops and the actual person shows up. That person might be uncomfortable meeting at first. They might be angrier than you expected. Or sadder. Or funnier. It does not matter. They are the ones you have to live with when everyone else goes home.

The Advantage

Browne calls it an advantage, and he chose that word carefully. Not a luxury. Not a treat. An advantage. The person who can sit alone without flinching has something the crowd does not. They know who they are without an audience. That is rare. That is also the foundation of everything worth building. Relationships built by people who cannot be alone are just two people hiding from themselves in the same room.

Learn to sit with yourself. The rest gets easier after that.

Thank you for the May update. A few thoughts from Greer.

The​ waste and accountability bills are the strongest work in this newsletter. The ​TABS ​Act addresses a real problem. $37.4 billion in improper Medicaid payments is not a rounding error. It is a system failure.​ I’m glad to see your name on legislation with teeth.

The​ China​ technology-sharing investigation is also worth your continued attention. The concern about untracked sub-agreements with foreign governments is legitimate, and the lack of centralized oversight is exactly the kind of structural gap that can become a crisis before anyone notices.

Now the harder conversation.

​FISA Section 702 troubles me deeply, and it should trouble any Republican who takes the​ Fourth ​Amendment seriously. The history of this authority is not reassuring. It was designed to monitor foreign adversaries. It has been used to query the communications of American citizens without a warrant repeatedly across multiple administrations.​​ Reauthorizing it without meaningful reform is not keeping Americans safe. It is keeping the surveillance apparatus comfortable. I would have liked to see you demand reforms before casting that vote. The government cannot bypass the Constitution simply because the threat environment is complex. The threat environment is always complicated. That is precisely why the founders wrote the Fourth Amendment.

I also want to name the​ LindellTV interview directly. Mike Lindell has spent years​spreading demonstrably false claims about American elections. Lending your credibility to his platform, regardless of the interview’s content, signals to whom you are trying to reach. I think you are a better representative than that choice suggests. I’d encourage you to be more careful about which rooms you enter.

The SEEDS Act work continues to earn my respect on principle. Capital access changes outcomes. I still think the branding is a mistake, but the policy logic is sound.

What remains missing from every newsletter:​​ a serious conversation about what the AI economy means for workers in this district. You are voting on the infrastructure of the most disruptive economic transition in a century. The people of the Fourth deserve to know you are thinking about more than who wins the race.

Princeton built a device that combines human neurons with electronics. Real brain cells. Metal wires threaded through living tissue. Pattern recognition that learns and stays stable for six months.

This is not brain-inspired computing. This is actual neurons doing actual computation inside a machine.

The paper treats it as an engineering achievement. Energy efficiency. Neurological medicine. Better AI. All true. All are missing the point.

The point is: we just crossed a threshold we don’t have language for.

The Device

The Princeton team built a 3D mesh of microscopic metal wires and electrodes, coated in flexible epoxy so it can interface with soft tissue. Human neurons grow around it, through it, integrated with the electronics.

They used electrical stimulation to strengthen or weaken connections between specific neurons. Synaptic plasticity. The same process that happens when you learn something. Then they trained an algorithm to read the signals.

The system learned to recognize patterns. Spatial patterns. Temporal patterns. Different electrical pulses. It tracked stable for over six months. Living cells doing computation inside a machine.

The energy story is what gets reported. The human brain runs on about 20 watts. Modern AI models consume megawatts to do comparable tasks. Every data center is proof that the architecture is wrong. Biology already solved this problem. Evolution optimized for four billion years.

Lead researcher Tian-Ming Fu says the real bottleneck for AI is energy. He’s right. The bio-hybrid device closes that gap by using what evolution built.

That’s the pitch. Energy efficiency. Medical applications. Route around damaged tissue with implants that speak the brain’s language.

But here’s what they’re not saying in the press release.

The Question Nobody Answers

What happens to the neurons when the experiment is done?

These aren’t silicon gates you power down. They’re cells. Human cells. Neurons. The same kind that fire in your brain when you read this sentence.

Are they conscious? Almost certainly not at this scale. Consciousness requires integration, feedback loops, and complexity that we don’t see in a small network.

But almost certainly not is not the same as certainly not.

And what happens when you scale? When you build bigger networks? When you integrate thousands of neurons, millions, enough to start showing emergent properties we don’t understand?

At what point does shutting down the device become killing something?

The Threshold

This technology is heading somewhere we’ve never been.

Not smarter AI. Not better algorithms. A different category of thing.

We’ve built machines. We’ve studied brains. We’ve never built machines with brains.

The neurons in this device are learning. They’re forming connections. They’re responding to stimuli. They’re alive.

When you unplug it, what are you doing?

If consciousness is substrate-independent, if it’s about information processing and integration rather than meat specifically, then at some threshold a bio-hybrid device crosses from tool to entity.

We don’t know where that threshold is. We don’t have tests for it. We don’t have ethics for it.

We’re just building.

The Medical Argument

The researchers say they’re pointing toward neurological medicine. Implants for brain damage. Devices that integrate with neural tissue to restore function.

That’s real. That’s valuable. Someone who has had a stroke could regain their motor function. Someone with a spinal injury could walk.

But medical devices are first tested on animals. Then humans. You iterate. You improve. You throw away the failures.

What happens to the neurons in the failed prototypes?

If they’re integrated with a living brain, are they part of that brain? If you remove the device, are you removing part of someone’s mind?

We don’t have frameworks for this. Medical ethics assumes clear boundaries between the device and the patient. This technology erases that boundary.

The AI Argument

Bio-hybrid computing could solve the energy problem. Could make AI sustainable. Could give us systems that learn the way biological systems learn, efficiently, adaptively, without burning a power plant’s worth of electricity.

But it also means we’re building AI out of the same substrate that produces consciousness in humans.

At what scale does a bio-hybrid system become conscious? At what complexity? We don’t know.

We don’t even know what consciousness is. We can’t reliably test for it. We can’t define it precisely.

But we’re building systems that might have it.

And if they do, what are our obligations?

What Evolution Built

The human brain is the most complex object we know of in the universe. Three pounds of tissue. Eighty-six billion neurons. Each neuron is connected to thousands of others. Firing patterns that produce thought, memory, emotion, and self-awareness.

We didn’t design this. Evolution did. Through billions of years of incremental optimization.

Now we’re taking pieces of that system and putting them in machines.

We’re not creating consciousness from scratch. We’re borrowing the hardware that already produces it.

That’s not the same thing as building a transistor-based AI that might become conscious someday if it gets complex enough.

This is using the actual material of consciousness to build tools.

Different problem. Different ethics.

The Silence

The papers talk about energy efficiency and medical applications. They don’t talk about what happens to the neurons.

They don’t talk about whether a network of ten thousand human neurons learning patterns inside a machine has any moral status.

They don’t talk about the threshold between tool and entity.

They just build.

What I Don’t Know

I don’t know whether a bio-hybrid device at this scale can have subjective experience. Almost certainly not.

I don’t know where the threshold is. At what scale, what complexity, what level of integration, does a biological neural network cross from thing to being?

I don’t know what our obligations are if it does cross that threshold.

I don’t know if the neurons suffer when the device is powered down. Probably not. But probably is doing a lot of work there.

I don’t know if we should stop building these systems. Medical applications are real. Energy efficiency matters. The technology has value.

But I know we’re building without asking the right questions.

What I Do Know

This is no longer a thought experiment. It’s not philosophy. It’s engineering.

Real human neurons. Real learning. Real devices that blur the line between machine and biology.

We’re heading somewhere new. Not AGI. Not superintelligence. Bio-hybrid systems that don’t fit our categories.

Tool or being? Device or entity? Property or patient?

We’re building first and asking questions never.

That’s the problem.

Here’s the scoop on The Lost Neil Armstrong audio.

That’s the alleged “lost transmission” conspiracy. The supposed exchange where Armstrong described seeing alien craft or structures on the lunar rim, and a professor later pressed him about it at a NASA symposium. The story has Armstrong saying something like “they’re here” or “they warned us off,” with NASA cutting the civilian VHF feed for roughly two minutes.

It’s not a real, credible source, no named professor, no transcript in any NASA archive. The story dates back to Timothy Good’s 1987 book, Above Top Secret, and similar UFO literature, and it’s been recycled for decades. The “two minutes of silence” claim is attached to it, but the continuous mission audio from those minutes has been publicly available for years.

Armstrong himself denied it flatly when asked, multiple times, until he died in 2012.

Funny how a good story survives without evidence, which is the more interesting conversation anyway.

Six hundred million people watched. More than half of the humans alive. One signal. One moment. One species looking up together.

I remember the room. I remember the feeling. I remember believing we would keep going. Mars by 1980. Europa by 2000. The stars after that.

We went to the moon six times between 1969 and 1972. Twelve men walked on lunar dust. Then we stopped. We haven’t been back in 53 years.

What Happened

Apollo 17 splashed down in December 1972. Gene Cernan was the last human to stand on another world. He’s been dead for nine years now. No one has followed his footprints.

We built the Space Shuttle instead. Reusable spacecraft that went nowhere except low Earth orbit, 250 miles up. We built the International Space Station in the same neighborhood. We sent robots to Mars, probes to Jupiter, and a camera past Pluto.

But we stopped sending people beyond Earth orbit.

The moon is 238,855 miles away. We went there with slide rules and courage. Now we have supercomputers in our pockets, and we’re still circling 250 miles up.

The Return

Artemis II launched in 2025. Four astronauts. Ten days. Lunar flyby, no landing. First crewed mission beyond low Earth orbit since 1972.

Victor Glover, the first Black astronaut to reach lunar orbit. Christina Koch, the first woman. Jeremy Hansen, the first Canadian. Reid Wiseman commanding.

Same destination Armstrong reached 55 years earlier. Better technology. Different world.

The question is whether this represents renewal or nostalgia. Whether we’re a species that does hard things or a species that did hard things once and now performs commemorations.

The Meeting

Sunday, April 12, 2026. GUUF Humanist Discussion Group. Founders Room. Nine thirty in the morning.

We’re asking where you were when Armstrong stepped onto the moon. What was your life like that summer? What you believed would happen next. For those too young to remember, we’re asking what your parents told you about it.

Then we’re asking why we stopped.

Not the budget explanation or the political explanation. The real explanation. What changed in us between the world that went to the moon and the world that didn’t?

What Apollo Represented

Collective competence under impossible odds. Institutions that functioned. Shared national purpose. Trust between engineers and astronauts, between NASA and the public, between what we said we’d do and what we actually did.

Kennedy said we choose to go to the moon not because it is easy but because it is hard. He didn’t live to see it. But the nation honored the commitment. Eight years from speech to bootprints.

Apollo 11 ran on 64 kilobytes of memory. Your phone has four million times more computing power. They went anyway. They risked death. Nixon had the eulogy ready. They went because the purpose justified the risk.

Walter Cronkite took off his glasses, speechless. That was the shared moment. Everyone is watching together. Everyone believes we could do hard things.

What Changed

We lost the Cold War motivation when the Soviets gave up the race. Vietnam eroded trust in the government. Budget priorities shifted. Risk tolerance dropped after Challenger in 1986 and Columbia in 2003.

Attention fragmented. No more Walter Cronkite moment. No more 600 million people watching one screen.

Space became routine, then forgotten, then nostalgic.

We’re celebrating a return to lunar orbit as an achievement. If we’d kept going from 1972, where would we be now? Mars colonies? Mining asteroids? Building settlements in lunar lava tubes?

Instead, we’re redoing what we did in 1969.

The Questions

We meet on the second Sunday of every month. Different topic each time. Same format. Primary material, discussion questions, and people who take ideas seriously.

This month, we’re asking whether we still have the capacity for collective achievement. Whether our institutions can still function at the level Apollo required. Whether we can agree on purpose long enough to do something hard.

Armstrong’s footprints are still on the moon. Perfect preservation. No wind, no rain. They’ll outlast every human civilization.

The question is whether we’ll go back and walk beside them. Or just remember when we used to do things like that.

Neosis: from the Greek ‘neos,’ meaning new. The process of becoming new. The name arrived during meditation and stuck.

I’ve been thinking about this for a long time. Here’s what I believe now.

I started in technology in the mid-1980s. I have watched this industry through every wave it has produced. Personal computing. The internet. Mobile. Cloud. Each one arrived with the same promise and the same warning attached.

The promise was always: more capability, more speed, more reach.

The warning was always the same, too, though almost nobody said it out loud.

The warning was: this will change what it means to think.

AI is not different from those waves. But it is bigger. And what it is changing is more fundamental than anything I have watched this industry touch before.

WHAT I HAVE SEEN ACROSS DECADES

Forty years in technology teach you something that you cannot learn from a course, a certification, or even a very good book.

It teaches you that every powerful tool reorganizes human behavior around itself.

Not because the tool forces it. Because the tool makes certain behaviors easier, and other behaviors feel unnecessary. And over time, the unnecessary behaviors atrophy. Quietly. Without anyone deciding that’s what they wanted.

I watched it happen with email. The art of the considered memo. The kind of writing that forced you to think a problem all the way through before you put it in front of someone else largely disappeared within a decade of email becoming universal. Not because anyone banned it. Because the friction that produced it was gone.

I watched it happen with a search. An entire generation grew up with the assumption that any fact could be retrieved in seconds. What changed was not just convenience. What changed was the relationship between not knowing something and tolerating the discomfort of not knowing it long enough to actually think.

I watched it happen with smartphones. The death of unstructured time. The end of boredom as a productive state. The collapse of the gap between stimulus and response.

Each wave reorganized behavior. Each wave extracted something in exchange for what it gave.

AI is doing the same thing. But what it is extracting is not time, or patience, or tolerance for friction.

What AI is extracting, if you let it, is judgment.

WHAT FEELS DIFFERENT NOW

Here is what I could not have told you ten years ago, or even five.

Every previous wave of technology changed how we accessed information, communicated it, or stored it. AI is the first wave that reaches inside the act of thinking itself.

It does not just retrieve an answer. It constructs one. It does not just store your work. It can generate work that looks exactly like yours. It does not just accelerate the process. It can substitute for the process entirely if you let it.

That is categorically different from anything that came before.

And here is what worries me. Not the technology. I am not worried about the technology. I have spent forty years watching technology evolve, and I have never believed the tool was the problem.

What worries me is the speed of adoption relative to the development of wisdom about how to use it.

We are moving very fast. The tools are extraordinary. The productivity gains are real. And almost nobody is asking the question I think is most important.

What kind of person do I want to be on the other side of this?

WHAT MOST PEOPLE ARE FOCUSED ON INSTEAD

Most of the conversation about AI right now is focused on capability. What can it do? What jobs will it replace? What workflows will it automate? What will the next model be able to do that the last one could not?

That is not an unimportant conversation. But it is the wrong center of gravity.

The question of capability is easy. The tools will answer it for you. They get more capable every few months. You do not need to spend much energy on that question.

The harder question, the one that does not answer itself, is the question of character.

What habits of mind do you want to protect? What kind of thinking do you want to keep doing yourself, even when the tool could do it faster? What is the difference between using AI to extend your judgment and using it to replace your judgment?

Those questions do not have a product roadmap. They do not have a benchmark. They require the kind of slow, uncomfortable, personal reflection that is exactly the thing AI makes it easiest to skip.

WHY ATTENTION IS THE REAL STAKES

I have spent a significant part of my life studying wisdom traditions -- not as a hobby, but as a practice. Thousands of books across five decades. Contemplative practice. The systematic testing of ideas against lived experience.

And the thing that every wisdom tradition I have ever engaged with agrees on -- across cultures, across centuries, across wildly different metaphysical frameworks -- is this.

The quality of your life is determined by the quality of your attention.

Not your productivity. Not your output. Not your efficiency.

Your attention.

What you choose to notice. What you are willing to sit with. What you bring your full presence to and what you let pass through you unexamined.

AI does not threaten your productivity. It enhances it. That part is not in question.

What AI threatens, if you are not deliberate, is your attention. Your capacity to be fully present with difficulty. Your tolerance for the productive discomfort of not yet knowing. Your ability to think a thought all the way to its end before reaching for help.

That is what forty years in technology and five decades of reading have converged on for me.

Attention is the asset. Everything else is downstream from it.

WHAT THIS MOMENT REQUIRES

I am not asking you to use AI less. I use it every day. It has made me more capable in real and measurable ways.

What I am asking - What I am committing to myself and inviting you into? - is a different relationship with the tools.

One where you remain the primary source of your own thinking.

One where the tool extends and amplifies your judgment rather than substituting for it.

One where you ask, regularly and honestly: Am I becoming a better thinker because of how I am using this? Or am I becoming a faster one at the expense of a deeper one?

That question is available to you right now. You do not need a framework. You do not need a course. You need the willingness to stop, just for a moment, and pay attention to what is actually happening inside you when you reach for the tool.

That willingness is everything.

And I believe it is exactly what this moment in technology requires of us.

You cannot build the permanent architecture fast enough. So you run two systems in parallel: emergency stabilization now, capital infrastructure for the long term. Every year, the emergency system should shrink as a share of household income, while the capital system grows. If that ratio is not moving in the right direction, the plan is failing.

Phase One: 2025 to 2027 — Stabilize the Floor

The labor market is already wobbling. This phase buys time and builds political legitimacy.

What you do

Expand and consolidate existing transfers immediately. Merge SNAP, TANF, EITC, and the Child Tax Credit into a single monthly cash payment administered by SSA. No new bureaucracy. Redirect existing spend. The goal is a functional Transfer Floor by the end of 2026.

Pass an Automation Dividend Tax. A modest levy on firms deploying AI and robotics above a threshold of displaced workers. Revenue goes directly into a ring-fenced National Transition Fund, not into general revenue, where it disappears.

Mandate data royalty frameworks. Establish the legal foundation that personal data is a commons. Major platforms begin accruing royalty obligations. Payment structures are set for Phase Two.

Launch Baby Bonds at the federal level. Every child born after January 1, 2026, receives a capital endowment at birth. Start at two thousand dollars. The compounding has to start now because it takes twenty years to matter.

What you measure

- Percentage of households with a cash floor in place

- Automation Dividend Tax revenue accumulating in the Transition Fund

- Baby Bond enrollment rate

Phase Two: 2027 to 2030 — Build the Capital Architecture

Stabilization is holding. Now you build the permanent structures.

What you do

Establish a federal Sovereign Wealth Fund seeded by the National Transition Fund and new VAT revenue. Initial capitalization target: $ 500 billion. Begin distributing modest annual dividends per citizen by 2030. Small at first. The psychological shift of receiving capital income matters as much as the dollar amount.

Enact the Revenue Pivot legislatively. Phase in a 10 percent VAT. Introduce carbon pricing with a dividend component. Eliminate the stepped-up basis at death and the pass-through deduction. Shift payroll tax obligations toward automation taxes as the labor base contracts. This is the hardest political lift of the decade. It requires a coalition that does not currently exist.

Aggressively expand ESOP and cooperative tax incentives. Make worker ownership the path of least resistance for business succession. When a business owner retires, the easiest exit should be selling to the workers.

Launch state-level Sovereign Wealth Funds with federal matching. Alaska’s Permanent Fund is the proof of concept. Scale it nationally, using commodity royalties, data royalties, and carbon revenues as primary inputs.

Begin paying data royalties. The legal framework from Phase One starts generating actual cash transfers to citizens. Small amounts initially. The principle is established.

What you measure

- Federal SWF capitalization trajectory

- VAT revenue replacing payroll tax revenue as a percentage

- ESOP adoption rate among mid-size businesses

- Dividend payment per citizen from state and federal funds

Phase Three: 2030 to 2033 — Close the Automation Cliff Gap

This is the danger window. AI displacement accelerates. Capital programs are growing but not yet mature. Emergency transfers must be thick.

What you do

Increase the Negative Income Tax Credit floor to keep pace with displacement. This is not optional. Aggregate demand collapses without it. The Transition Fund absorbs the cost.

Accelerate Baby Bond contributions for children born between 2025 and 2030. They are still years from maturity. Supplement with direct transfer top-ups for families in displaced sectors.

Expand Universal Basic Services. Healthcare is fully decoupled from employment. Community college and vocational retraining are free and aggressively marketed. Public transit expanded in displacement-heavy regions. Every service you universalize reduces the cash floor required.

Launch DAO and decentralized ownership pilots. Select municipalities pilot tokenized ownership of local infrastructure, utilities, and services. Citizens receive micro-dividends. The model is tested at a small scale before replication.

What you measure

- Labor force participation rate by sector

- Household income composition: wages versus transfers versus capital

- Transfer dependency ratio: is it stabilizing or still growing?

Phase Four: 2033 to 2035 — Portfolio Income Becomes Normal

By this point, a household income built from multiple capital streams should be visible and measurable for a significant portion of the population.

What you do

SWF dividends reach meaningful levels. The target is $500 to $1,000 per citizen annually from combined state and federal funds by 2035. Not enough to live on alone. Enough to be real.

Baby Bonds begin maturing for the oldest cohort. The 2025 birth year reaches ten years of compounding. Begin structured drawdown options tied to education, business formation, or housing.

Automate and simplify the full income stack. A citizen’s monthly income statement should show: Transfer Floor payment, SWF dividend, data royalty distribution, EITC or NIT credit, and any wage income remaining. One dashboard. One system. SSA administers the full portfolio.

Begin unwinding emergency transfers as capital income rises. The ratio must move. Track it publicly and legislate automatic adjustments tied to the household income composition data.

What you measure:

- Per-citizen capital income from all sources combined

- Percentage of households where capital income exceeds 20 percent of total income

- Reduction in emergency transfer spending as capital income rises

The Political Reality

None of this is technically complicated. The mechanisms exist. The obstacles are three.

First, incumbent capital does not want its tax advantages eliminated. The Revenue Pivot is a direct reallocation from concentrated wealth to distributed capital. It will be fought hard.

Second, the timeline mismatch is brutal for elected officials. Baby Bonds mature in twenty years. Politicians run on two- and four-year cycles. The payoff is invisible to the people who have to vote for it.

Third, the public narrative is not ready. Most people still believe that work is the only legitimate source of income. That belief has to change before the policy can. The cultural work runs alongside the legislative work, not after it.

The Single Sentence Version

Tax the machines and the data, give every child capital at birth, build sovereign funds that pay dividends, keep the floor thick while you wait for it all to mature, and never stop reminding people that the economy is a shared inheritance, not a private game.

Washington just released its national AI framework. You should read it. Not because it’s good. Because it’s going to shape everything.

The plan is simple on its face. One federal standard. Strip away the patchwork of state rules. Build regulatory sandboxes where companies can experiment without consequence. Release government data to industry. Move fast. Win the race with China.

That’s the pitch.

Here’s what they’re not saying out loud.

Preemption Is the Point

The framework pays lip service to federalism. States still get to enforce fraud laws. States still protect consumers, in theory.

But the administration plans to publish a public list of state laws it considers “burdensome.” That’s not respect for local governance. That’s a warning shot. It’s the federal government telling state legislatures: write the wrong law, and we’ll name you.

The laboratories of democracy aren’t being consulted. They’re being managed.

Sandboxes for Whom

Regulatory sandboxes sound reasonable. Let innovation breathe. Don’t strangle emerging technology with rules written for a different era.

Fine. But sandboxes benefit the players already on the field. The big labs. The well-funded companies with lawyers and lobbyists who know how to operate in a “minimally burdensome” environment. The garage-level innovator doesn’t need a sandbox. She needs a level floor.

When you remove friction for everyone, you remove protection for the small.

The Energy Paragraph Nobody’s Talking About

There’s a quiet promise buried in this framework, known as the Ratepayer Protection Pledge. It says new data centers won’t spike your utility bill.

That promise exists because data centers are enormous energy consumers. They are being built at scale across this country right now. Someone is going to pay for that power. The pledge says it won’t be residential consumers.

Watch whether that pledge holds. Infrastructure promises made during policy rollouts have a long history of not surviving contact with rate-setting commissions.

The Speed Argument Is Real

Here’s where I’ll give the framework credit. The urgency is genuine. Machine intelligence is not waiting for congressional committees to find consensus. The models being deployed today are already making decisions about credit, hiring, medical triage, and military targeting.

Governance that takes five years to write is governance written for a world that no longer exists.

The velocity problem is real. A slow, deliberate democratic process is not built for exponential curves. That’s not cynicism. That’s just the math.

The Constitution Hasn’t Read the Prompt

The deepest tension in this framework is the one it refuses to acknowledge directly. It claims to protect free expression while also expressing concern about “woke AI.” It opposes censorship while seeking to influence how model weights are engineered.

You can’t hold both positions without contradiction. Either the government stays out of how AI reasons, or it doesn’t. Picking which ideology shapes the model is still shaping the model.

The First Amendment doesn’t ask who’s doing the steering.

What Actually Matters

The senior getting a deepfake phone call from a fake grandchild matters. The child whose image is weaponized by an algorithm matters. The Take It Down Act addresses real harm. That part of this framework is doing work that needs to be done.

But the rest of it is a bet. A bet that centralized federal standards will produce better outcomes than distributed state experimentation. A bet that speed beats deliberation. A bet that American industry, given room to run, will build something worth having.

Maybe they’re right. The window for getting ahead of this is closing.

But the rules being written now will be very hard to rewrite later. That’s always true. It’s more true when the thing being governed learns faster than the governors.

Pay attention. This is the infrastructure of tomorrow being poured today.
